California Paid Family Leave (PFL) is an EDD-administered benefit that provides eligible workers with partial wage replacement for qualifying family caregiving, bonding, or military-assistance needs. PFL is not itself a job-protection law. Employers must separately evaluate the leave rights that apply to an employee's absence.

Separate the benefit claim from the leave decision

An employee can refer to an absence as PFL even when several different programs are involved. EDD determines benefit eligibility and payment. The employer evaluates job-protected leave, company benefits, payroll treatment, and return-to-work arrangements. A benefit approval does not answer all of those questions.

Create separate records for the requested absence, applicable leave designations, and benefit coordination. This helps managers avoid treating an EDD payment schedule as the complete leave calendar. It also gives payroll a clear record of employer-paid time and any coordination with state benefits.

What employers should review

  • Identify the reason for leave and route the employee to the appropriate HR contact without asking a supervisor to decide benefit eligibility.
  • Review CFRA, FMLA, other applicable protections, and company policy separately from the PFL benefit application.
  • Respond accurately to EDD requests using the relevant wage and employment records and the deadline on the notice.
  • Explain how employees should report schedule changes, paid-time use, and their anticipated return; protect medical and family information.

Employer example

An employee requests bonding time after a child's arrival and plans to apply for PFL. HR checks job-protected leave eligibility while payroll reviews any employer-paid bonding benefit. The manager receives approved dates and coverage instructions, not the employee's complete claim file. The records distinguish state payments from employer wages.

Frequently asked questions

Does PFL guarantee that a job will be held open?

No. PFL provides wage replacement. Job protection may come from CFRA, FMLA, or another applicable rule, so the employer must evaluate those separately.

Does Employer's Guardian decide whether EDD pays a claim?

No. EDD makes benefit determinations. Employer support can help organize the leave, payroll, and documentation processes surrounding a claim.

Should payroll treat PFL as an ordinary paid vacation code?

Not automatically. State benefit payments and wages paid by the employer are different. Confirm the applicable coordination rules before configuring leave or payment codes.
